Serious question - what should I have done with this disabled kid?

I was at the park with my husband and toddler, and there was another family there with 2 or 3 disabled children - they were pretty obviously mentally handicapped. Well one child put his hand out towards me and I thought he needed help stepping off the sidewalk down to where I was, so I grabbed onto his hand and led him down. But then he didn't let go of my hand, and started pulling me very roughly away....with a death grip on my hand. I looked over at his parents/guardians and the guy just stood there and stared at me, and said "Oh he's very social". I smiled and tried to make a nice comment without being obvious that I was uncomfortable. At this time, my toddler grabbed my OTHER hand and started yanking in the opposite direction and was crying for me.....still, this parent did nothing to stop his child. I was literally in a tug of war and felt very awkward because I wasn't sure what an appropriate response was for this disabled child??
lol........

I think it's perfectly fine to say, "Ouch, that's a little too hard sweetie" which teaches the child and alerts the parents..
